“Ottawa Announces Historic $10B Clean Energy Investment”

    Published on

Ottawa has unveiled what is being hailed as the largest clean energy investment in North American history. Prime Minister Mark Carney, together with N.L. Premier Tony Wakeham and Quebec Premier Christine Fréchette, made the announcement in St. John’s. They revealed a groundbreaking agreement on Churchill Falls and other electricity projects in Labrador.

The leaders gathered on Pier 17 against a scenic ocean backdrop to share details of the new deal. Ottawa is set to provide $10 billion in financing for various initiatives, including upgrading and expanding the Churchill Falls generating station, developing the Gull Island hydroelectric project, constructing transmission lines, and implementing a 2,000 MW onshore wind energy project in Labrador.

These projects, valued at nearly $70 billion, are expected to significantly increase Churchill Falls’ generating capacity, with enough power to supply the energy needs of Toronto, Montreal, and Vancouver combined. Carney emphasized the magnitude of the renewable power output, surpassing major energy facilities like B.C. Hydro and Bruce Power.

The initiative is projected to create 23,000 jobs and promises economic benefits for both Quebec and Newfoundland and Labrador. The deal aims to address Newfoundland and Labrador’s mounting debt while ensuring a secure power supply for Quebec. Additionally, it includes a 15% rebate for N.L. ratepayers, potentially saving households an average of $351 annually.

The agreement between Newfoundland and Labrador Hydro and Hydro-Quebec signifies a significant shift from the previous memorandum of understanding signed in 2024. It is expected to increase the net present value for N.L. from $36 billion to $49 billion.

The new deal also guarantees transmission access through Quebec, enabling Newfoundland and Labrador to market excess electricity to other regions. This marks a departure from the previous arrangement, where Quebec had priority access to unused energy allocated for N.L.

The agreement sets the stage for enhanced power generation and potential wind energy development, with the federal government committing significant funding. Carney highlighted the collaborative efforts with the Innu Nation in advancing renewable energy projects and enhancing transmission infrastructure.

The expanded power capacity is poised to support the growth of Labrador’s mining sector, with additional funding earmarked for development projects. However, uncertainties loom over the agreement’s longevity, especially with the upcoming Quebec election. Fréchette emphasized the benefits of the deal for both provinces and questioned alternatives proposed by opposing parties.
