Only Premiers Tim Houston of Nova Scotia and Rob Lantz of P.E.I. participated, alongside Vermont Gov. Phil Scott, who was the sole state governor in attendance, with others sending proxies.

The decision of several leaders to skip the event was attributed to the current strained relations between the two countries. Notably, New Brunswick Premier Susan Holt remained focused on local priorities, while Newfoundland and Labrador Premier Tony Wakeham cited an inability to attend without further details. Quebec’s International Relations Minister Christopher Skeete represented Premier Christine Frechette at the conference.

The declining trend in attendance over recent years was evident, with fewer high-level officials participating each year.
