In a recent development, U.S. President Donald Trump hinted at the possibility of reviving the Keystone XL oil pipeline project between Canada and the United States. Trump’s remarks, made in a social media post just before new tariffs on Canadian goods were set to take effect, suggested that the project, previously abandoned by former President Joe Biden, could be resurrected under a new trade agreement with Canada.
Although Trump’s announcement sparked speculation about the potential revival of Keystone XL, industry experts, including former executive Dennis McConaghy, pointed out that the move may have more political implications than practical considerations. McConaghy noted that Trump’s stance on Canada, exemplified by his imposing tariffs on various Canadian goods, has been consistently tough since early 2025.
Carlo Dade, from the University of Calgary’s School of Public Policy, cautioned against premature optimism regarding the Keystone XL project’s resurrection, highlighting the enduring political and environmental challenges it may face. The project, which had faced opposition and eventual cancellation under previous administrations, could encounter similar obstacles in the current political landscape.
Valérie Beaudoin, a member of the Canadian government’s Advisory Committee on Canada-U.S. Economic Relations, emphasized that the decision to greenlight Keystone XL would be more straightforward for Canada than for the U.S., considering the potential uncertainties surrounding future administrations.
The Keystone XL pipeline, part of the larger Keystone Pipeline System operated by South Bow Corp., has been a focal point of discussion between the two nations. Trump’s recent comments hinting at the project’s revival have reignited debates about its feasibility and implications in the current economic and political context.
With the Prairie Connector project, a potential initiative involving the repurposing of sections of the Keystone XL pipeline, there are prospects for increased crude oil exports from Canada to the U.S. Although the project could bring significant value and bolster energy trade between the two countries, final decisions on its implementation are pending.
Overall, while Trump’s statements have stirred optimism about the revival of Keystone XL, the practicalities and complexities of such a venture remain subject to various factors, including political dynamics and market conditions.
